KYIV, Ukraine (AP) — U.N. human rights monitors have documented dozens of summary killings of Ukrainian and Russian prisoners of war, as well as the use of torture, human shields and other abuses against POWs since Russia invaded its neighbor that could amount to war crimes, according to a report released Friday. The first full look by the U.N. human rights office’s mission in Ukraine at the treatment of POWs was released along with an update of human rights violations overall from a six-month period that ran through January. The report was based on interviews with about 400 POWs, half of them Ukrainians who were released and the other half Russians held captive in Ukraine. The team said it had no access to POWs held in Russia or Russia-occupied parts of Ukraine where it identified 48 internment sites. The mission said it nonetheless documented some 40 summary executions over the course of the 13-month war. KINSHASA, Congo (AP) — Congo’s former rebel leader jailed by the International Criminal Court, Jean-Pierre Bemba, has been appointed Congo’s Defense Minister and Deputy Prime Minister in a Cabinet reshuffle.Bemba’s appointment to the key positions was announced Thursday evening on state television by President Felix Tshisekedi’s spokeswoman. Bemba’s promotion and other Cabinet appointments come less than a year ahead of Congo’s presidential elections.Congo’s former vice president between 2003 and 2006, Bemba was later imprisoned by the ICC for more than a decade, accused of murders, rapes and pillaging committed by his Movement for the Liberation of Congo forces in the neighboring country of Central African Republic. MADRID (AP) — More than 1,500 people were evacuated as a major forest fire raged in Spain’s eastern Castellon province on Friday, marking an early start to the nation’s fire season amid bone dry conditions.Local officials said the fire had engulfed around 3,000 hectares of land since it broke out on Thursday, forcing residents from their homes and into shelters operated by the Red Cross and other charities.Ximo Puig, the president of the Valencia region that incorporates Castellon, told reporters the fire was “very early in the spring, very voracious from the beginning.”Puig added that the effects of climate change “are undeniable, so the perspective of firefighting must be considered on an annual basis.”Emergency services in the region said eight towns had been evacuated, including a home for older people in Montan. WAUKEGAN, Ill. — The search for the navy sailor continues almost a week after he failed to return to his base in North Chicago.Surveillance videos shows Seamus Gray along the water's edge which is why search crews have been focusing their search efforts near the harbor. Waukegan police say they will continue the search farther south near the Great Lakes area. Seamus Gray, 21, was reported missing from Ibiza bar on North Genessee Street in Downtown Waukegan Friday night. Police say Gray and his friends were escorted out of the bar around 1:30 a.m. because they were intoxicated. Minutes later he was shown walking alone near Sheridan Road and Washington Street then walking along the Marina Harbor near the Metra station. WESTCHESTER, Ill. — A U.S. postal carrier was robbed at gunpoint Monday in Westchester.Authorities received a 911 call in the 1900 block of Norfolk regarding a mail carrier who was robbed at gunpoint of their mail keys.Police believe a man wearing a ski mask fled the scene in a red BMW with tinted windows.
